 | In 1998 National Automated Clearinghouse Association (NACHA) approved the new banking interim rules that allow a merchant or agent to re-present NSF checks electronically. The permanent rule became effective on September 15, 1999.

 | e-CAP is paid by the check writer. Each state publishes their allowed fee for collecting an NSF check, which is debited electronically.
